FSC approves BNP Paribas Taiwan’s pilot operations in the Kaohsiung Zone of the Asian Asset Management Center

BNP Paribas Taiwan announced today that the Financial Supervisory Commission has approved the group’s application to launch pilot operations in the Kaohsiung Zone of the Asian Asset‑Management Center. Below is the translation of the official press release issued by the FSC.

The Financial Supervisory Commission (hereafter “FSC”) today (Feb 4) approved BNP Paribas Taiwan (hereafter “BNP Paribas”) to commence pilot operations in the Kaohsiung Zone of the Asian Asset Management Center (the “Kaohsiung Zone”). The pilot will run from the start date of the service until June 30, 2026.

BNP Paribas previously received FSC approval in June 2025 to launch high‑net‑worth client services. The current application covers a range of pilot activities in the Kaohsiung Zone, including insurance‑linked financing, Lombard lending, self‑collateralised loans, and family‑office services. In line with FSC requirements, BNP Paribas has submitted a detailed plan for the Kaohsiung Zone’s operational structure, internal control system, risk‑management mechanisms, and anti‑money‑laundering measures. It also outlines customer‑rights protection and complaint‑handling procedures to ensure that all activities comply with regulations and are run prudently during the pilot period. The FSC further requires the bank to appoint dedicated staff to supervise these services, strengthening the bank’s self‑regulatory oversight.

The FSC notes that, with this approval, a total of 19 banks have been authorized to conduct pilot operations in the Kaohsiung Zone. The main pilot activities across these banks involve credit services (including self‑collateralised loans, insurance‑linked financing, and Lombard lending), family‑office functions, and cross‑border financial services. The FSC will continue to balance risk control with business innovation, regularly reviewing pilot results and developing strategies for the next phase of implementation.
