The position in summary:

  • Leadership role to manage BNPP Taiwan’s IT Infrastructure, Helpdesk & Application Support for locally hosted applications & transversal regulatory reporting systems in Taiwan, as well as being the “control tower” with regards to oversight of applications / infrastructure hosted overseas
  • Covering BNPP Taiwan Branches (3 branch incl. Taipei branch), BNPP Securities Taiwan (on the back of mutualization of resources) and BNPP AM, in total c. 330 BNPP colleagues across CIB and IPS (WM / AM).
  • Senior Manager role in charge of IT Helpdesk (2 staff), Application Support (2 staff) and Infrastructure (2 staff).  Working closely with BNPP Securities Taiwan Head of IT.  Other critical internal partners: regional IT Management, Taiwan CISO, OPC teams, Businesses and their Operations.
  • Other critical responsibilities include: Oversight of IT service providers (external providers and BNPP affiliates), IT assessments (e.g. RCSA), compliance with applicable regulations, critical contributor to Business Continuity Planning, lead or critical contributor to projects relating to BNPP Taiwan IT (locally or regionally led projects)
  • Qualities sought:
    • Hard skills: IT general knowledge (Infra or APS), IT governance, risk minded (incident management, regulations, internal audit, external regulatory inspections, risk assessment etc.), appetence towards understanding business/functions,
    • Soft skills: Leadership, ability to manage upwards/teams/partners, ability to navigate complex organization
    • Others: English, Chinese mandarin preferred but not a must
  • Reporting lines: Direct report into Taiwan COO, functional reporting to CIB APAC CIO and APAC CTO.

Direct Responsibilities in details:

IT Governance

  • Ensure the IT policies and procedures are in compliance with regulatory legislation and group standards
  • Make sure to follow the respective internal group and local procedures and regulatory requirements, ensuring no violation of confidentiality and personal information protection
  • Ensure project card (if any) for key projects are updated promptly by the team
  • Manage Banking platform and infra for Branch & Securities, including working with key stakeholders and group technology.
  • Manage the daily operation and production support of IT systems, ensuring that the agreed the service level standards are met.
  • Guide and plan the hardware and software purchases in relation to projected user requirement

Application Support

  • Manage the application support team to support all locally hosted applications for both Branch & Securities
  • Own the incident & capacity management process and ensure to adhere to procedure
  • Team is responsible for the deployment of the regular releases of these local applications, while adhering to the release management procedure
  • Ensure good alignment of problem management process and ensure that APS is well aware of resolution plan. APS team also owns the problem management for locally hosted applications
  • Ensure the team continues to take rapid yet cautious steps to tackle production incident and work closely with relevant APAC ITP teams on incident resolution

Project Management

  • Manage the implementation of IT projects in Taiwan, ensuring business impact; change management and service level are properly addressed and monitored
  • Ensure to report progress of local projects in the weekly report
  • Ensure to escalate potential delay of projects on timely manner
  • Quick to anticipate project risk

Undertake the role of ICO

  • To develop and maintain Disaster Recovery plan, work with BCM team for business continuity plan and IT continuity plan (ICP) and participate in annual DR rehearsal and to plan out ICP drill i.e. live-play for critical applications
  • Deploy and maintain appropriate IT continuity framework for existing IT assets
  • Raise awareness and organizes IT continuity training to IT team
  • Prepare IT continuity reporting including results from the exercises

Team Management

  • Plan and prioritize the team’s  workload, set objectives, conduct appraisal and support them continuously to improve their performance and develop their career in the bank
  • Responsible for ensuring team members are complying with regulatory requirement and internal guidelines
  • Responsible for ensuring job descriptions are updated for IT team

Vendor Management

  • Take ownership of all IT vendor contracts
  • Ensure all contracts are renewed on timely manner and contract template is according to the latest template from APAC procurement
  • Ensure to engage relevant stakeholders i.e. legal & APAC procurement for review of legal and commercial terms
  • Be able to lead the negotiation process with vendor
  • Review KPI with vendors either on monthly basis for critical services

Permanent Control Aspects

  • Direct contribution to BNPP operational permanent control framework.
  • Responsible for the implementation of operational permanent control policies and procedures in day-to-day business activities, such as Control Plan
  • Responsible for ensuring team members to comply with regulatory requirements and internal guidelines.
  • Responsible for reporting all incidents according to the Incident Management System
  • Responsible for ensuring job descriptions are written, distributed and updated
  • Ensure audit recommendations are resolved within the specific timeline.
